The Osteo Striga Catalyst is available to owners of The Witch Queen Deluxe Edition and can be obtained by leveling up the Osteo Striga to level 10. You can do this by playing the game with the weapon and killing enemies.
Once you have reached level 10 with Osteo Striga, just go back to the Relic at the Enclave on Mars, and there you can slot the Catalyst into the Weapon in the fifth node.
