Head to the E.D.Z. fishing pond to get an Aeonian Apha-Betta. The focused fishing bar increases your chances of catching exotic and legendary fish, but it is all up to chance.
Once you have caught the fish, you need to visit the H.E.L.M. to release the fish at the aquarium, this will give you an exotic item and the Broken Blade Blade of Cunning.
Once you release all three exotics, it will show three broken blades on your fishing Tackle in the Inventory.
