You need to complete Rya’s request in Liurnia or finish the perilous climb up the mountain. After this you need to talk with Tanith she is located at the site of grace. She will offer you the Drawing-Room Key and first assassination contact. If the player is able to complete all the Tanith quests, she will give you access to Rykard’s lair.

First Phase of the Fight
In the first phase of the fight, you need to use the Serpent Hunter to defeat the God-Devouring Serpent. Simply use the attack and doge fighting style to defeat the God-Devouring Serpent.

After defeating the Rykard you will get the Remembrance of the Blaspemous and Rykard’s Great Rune. After getting the loot activate the Site of Grace and then obtain the Eye Surcoat from Rkyard’s body.
